There'd be a grace period where anyone who wants in can get in (save for Southern Californians, natch). Folks from NV and NM are OK by me...Arizona I'm not so sure of...
My goal is that if world war does break out, we can say "No, you wanna attack those guys over there, not us nice liberal hippie pinko commies up here, thanks."
Maybe, with some prodding, eastern Washington & Oregon (and by extention Idaho) could be brought into the fold...we'd need the agricultural element only they can provide...hmmm...this could be more difficult than I thought...
